Sports Development: National Context

  • The national budget for sport and recreation in 2019 remained unchanged from the R1.1 billion allocation of the previous year.
  • The Department of Sport and Recreation, through its Sport Infrastructure Support programme, intends to provide 10 community gyms and children’s play parks across South Africa, during each year in the medium term period (2018/19–2021/22) and with a R12 million budget, to ensure that community members and athletes in disadvantaged areas have access to opportunities for exercise. Through the department’s partnership with the Sports Trust and a budget of R76 million over the medium term, 30 multipurpose sports courts will also
    be delivered.

  • The EPG Sport Transformation Status Report Overview 2017/18 Charter Scorecards measured the rate of transformation in 19 sports federations that were signed up with the Department of Sport and Recreation in 2017/18. The report found that only nine out of 19 federations had achieved 50% of the required transformation target.

Guidelines for Effective Funding in Sports Development

  • Grantmakers can collaborate with sporting federations to meet the needs of specific regions, particular sporting codes, or smaller sporting unions.

  • For many funders, sports development is one of several focus areas that can complement initiatives in sectors such as education, health and community development.

The National Sport and Recreation Plan, 2012
This document suggests providing mass participation opportunities through targeted campaigns,
ensuring access to sport in every school, identifying and developing talented athletes, offering support
to coaches and athletes, establishing a recognition system for individual and team achievements, and
ensuring adequate infrastructure and resources.
Transformation Charter for South African Sport, 2012
This Charter guides the establishment of an accessible, demographically representative, sustainable and
competitive sport system. The Department of Sport and Recreation will provide funding and other kinds
of support to assist 60 national federations over the medium term to meet their transformation targets.
